Athletes foot: This sounds like athletes foot which is caused by a fungus. I recommend you see a podiatrist for treatment.

2 different issues: It sounds like you may have interdigital athlete's foot AND plantar warts on your heel. The skin is smooth because you are walking on it and pressing the wart inward, so it remains level with the normal skin.
