Depends: As a primary doc I find this happens occasionally. Your pmd might find it annoying and feel "put upon" but do it anyway. My suggestion is to make an appt with your psychiatrist and ask for enough to tide you over till you get there my guess is you psychiatrist doesn't want to refill it over the phone because they think it's time to see you. You should ask: This happens to me frequently as a PCP. If I know the patient and have seen the patient recently, I will often give a refill for 2 -4 weeks until Psychiatrist can be reached, but different PCPs could have different rules. But it would not hurt to ask.

I think that's fair: You could also ask the pharmacy to get touch with the doctor for a needed refill. They usually have "secret" ways of getting in touch with doctors compared to answering services or busy secretaries during the day. Now, question....does the psychiatrist WANT you to still be on the Seroquel (quetiapine) after it's out or are they asking that you stop that medication?
