Does all edema in the legs have an indentation/put when pressed with fingers?

No: There is both pitting and non-pitting edema. The pitting edema is caused by a thin water-like fluid leaking from capillaries and causes the indentations in your skin. If a denser fluid is leaked from other source such as lymph system then the edema may not be pitting.
