Talk in morning: If you are having hernia surgery in the morning your surgeon will examine you and ask if you have questions. At that time you should discuss your fracture. If the injury is self limiting you may proceed but it depends on the extent injury. The hernia surgery itself does not involve the penis, rather the spermatic cord and inguinal canal.

Here are some,...: Since, the described sequence of event is not quite clear so this question might be answered off the point. Now, I assumed you didn't have hernia surgery yet, but you might got penile fracture in the night before hernia repair. If so, go to ER for attention to possible penile fracture and defer the hernia surgery until the concern of possible penile fracture resolves.
