Rash under breast: Without seeing the rash, the most likely is a yeast infection which is very easy to treat with over the counter anti yeast cream like Monostate and keeping the area dry. Try some baby powder after showers and after nursing. See your doctor if this does not solve the problem.

Breast rash: Yes, it could, but it could also be a form of Candida yeast infection, fungal ringworm infection, or impetigo. I recommend you return to your treating physician and have them look at it for evaluation and treatment.
