Best time..: The best time to have breakfast is within 1 hr after waking up. During this first hour your body releases a good amount of insulin which helps with the processing of the meal you have at that time. Make sure it is a good size since this should be your most important meal of the day. Eat also small healthy snacks in between the recommended three meals of the day. Exercise regularly as well.
