Radiologist: While specialists in both areas should be familiar with brain MRIs, I would place the most weight on the reading by the radiologist - who has the most experience with the study.

It depends: Both types of physicians serve different purposes. A radiologist, particularly a neuroradiologist, is best suited to interpret/read an MRI/MRA of the brain. A neurosurgeon is best suited to manage clinically what is going on(or in this case what may be found on imaging) particularly if it is surgical. Know, most headaches are nonsurgical and neurologist may be best in that case. Good luck.
