Often, yes.: What you're describing is a "unilateral" (one-sided) finding. Tremors are usually a result of something going on in the brain. Parkinson's disease, multiple sclerosis or a hereditary condition "benign familial tremor" could be the cause. I can't say whether this tremor will stay localized or if it's the first sign of something progressive. It's a good question; ask your neurologist.
