Shoulder length.: Shoulder length is fixed for each individual. In a male the growing ends of the bones fuse around 18 years of age. So, I don't think you can increase your shoulder length.

Without surgery, no.: There may be Orthopedic interventions possible to create this scenario (though I am not sure a surgeon would sign off for non-medical reasons). Otherwise I would focus on upper body training/exercises (particularly push-ups) to broaden the chest and shoulders naturally and give the desired appearance . Good luck.
