Yes it could: Hemorrhoids can give all the symptoms so can other anal conditions eg infections like pinworms (commoner in children),

Anal itching: Yes it could be . But see a doctor . Could also be pinworms, herpes ( though that hurts more), proctitis, candida, staph infection and other rare conditions
