Medicine not a cure: Likely he has a chronic knee condition (like osteoarthritis). This will cause a continuous inflammation problem. The anti-inflammatory Celebrex (celecoxib) will help with the inflammation symptoms when he takes it, and so help with the pain. But since it doesn't get rid of the underlying condition (like arthritis), the pain comes back when the medicine wears off.

Helps but no cure: Nonsteroidal anti-inflammatory medications like Celebrex (celecoxib) relieve inflammatory symptoms including pain, swelling, stiffness, etc, but they only work as long as it is taken. If the problem is osteoarthritis, NSAID treatment might be the best option. If the underlying diagnosis is rheumatoid arthritis, etc, there may be better options for long term control of the problem.
