Probably fine: Depending on your baby's position in the uterus, most women are within 2 cm of their gestational age after 20 weeks. 33 would put you within that 2cm variation that we often see.

Not necessarily: Fundal height measurement is used to moniter adequate fetal growth but in a more subjective/ estimated way. An ultrasound measurement is more objective will be more accurate. Fundal heights (in cm) between 20-37 weeks should be approximately equal to gestational age in weeks. A single fundal height measurement that differs by 1-2cm from gestational age is most likely ok.
