Rash: Depends on what the allergy looks like and the timing related to eating. The rash could be related to eating or it may be nothing to do with the child's eating. Have a physician look at the rash and assess the cause.

Could be allergy!: Usually babies with milk protein allergy ( neocate being protein hydrosylate formula) are very sensitive. Sounds like contact food allergy
