Yes: Sterile salt water or saline can be used to clean cuts and scrapes. That does not translate as ocean salt water being necessarily safe. There can be bacteria present in significant enough counts to transfer illness via ocean water to cuts, scraps, or ingestion (which does incluse raw oysters).
