May be: totally unrelated to diabetes. she might have a dermatitis and would need to see a skin doctor for it

Mother diabetic: 38 years ago management of diabetes was limited. (At age 8 -now 71- I was caring for my late Mother's diabetes. Not fun!") Your mother should see an Endocrinologist and get set up for continuous diabetes management. Things won't improve overnight but before long things should be OK while still needing diabetes management. Please let me know how things go.
