Yes...: Just because a dog hasn't started to demonstrate symptoms of rabies does not mean that they are not infected. Your dad should seek medical care - his physician (possibly along with local health department) will determine if there is a need for rabies vaccination. He should not delay seeking this care. If the dog is known, it should be quarantined for observation for 10 days.
