Sounds like seborrhe: which is usually a combination of inflammation, cell turnover problems and fungal components. You need topical prescriptions from dermatologist, you can try OTC hydrocortisone until appointment.

Not serious: Could be allergies or mild dermatitis (skin inflammation). Try an over the counter cortisone cream.
