Yes: You do not still have the vapors, but you do have the lining of your lungs inflamed and therefore not able to work as well. Running or other physical exertion would be putting an undo burden on your lungs. They must heal, not be challenged. Running off out of shape 'pain" is okay, but running off damage is unwise and can worsen the situation or at least prolong the recovery

Not really: The chemical vapors come out just by breathing. However the irritation caused by the vapors will take some time to heal. Overexertion will not help that process.
