Retinopathy: Diabetes causes damage to small retinal capillaries, producing a small amount of decreased blood flow/ischemic changes to the back of the eye. As a result, the retina secretes a chemical (VEGF) which causes abnormal, leaky blood vessels to grow which cause further injury to the eye. These changes are cumulatively referred to as diabetic retinopathy. Make certain he is seeing a good retina doc.

Not quite sure the ?: Diabetes is associated with a lot of eye diseases. They are more common with longer diabetes and with poorer control.
