After diagnosis...: First get proper diagnosis. Medications, including cortisone, are without much lasting help without appropriate rehabilitation. See a physiatrist &/or physical therapist for diagnosis-specific treatment: it may mean shoulder capsule stretching, rotator cuff strengthening & dynamic scapular stabilization. Proper stretching & strengthening of appropriate structures in the shoulders requires a dx.
