Normal is closed: A normal non-pregnant cervix is closed. It may change consistency throughout the menstrual cycle and become softer and more noticeable during ovulation/mid-cycle. If you had an uncomplicated full term delivery and no history of cervical procedures, there should be no reason for the cervix to be open. It is part of your routine pelvic exam to inspect the cervix and you should mention to your doc.
