Keep doing it: Plaque keep coming back, we all have this issue, we need to keep on flossing and brushing daily as many time as needed to reduce it. Plaque is a byproduct of everything In your mouth, not only food but comes from normal Bacteria and from minerals in your saliva. Plaque will regenerate within 2 Hours even if you don't eat anything. Good job, you are on your way to a healthy mouth.

Plaque: Plaque is soft, Tarter is hard. Which do you have. If it's Tarter you can't remove it with floss. See your Dentist again to review your Oral Hygiene techniques. Ask if referral to a Periodontist, a gum/bone is in order.
