Rabies: No idea what you mean by a "water blow". This disease is usually transmitted by the bite of a infected animal. In India most commonly dogs, but in USA usually associated with bats. Transfer of saliva to a wound is the most common means of transmission. It's rare to get rabies from infectious material from a rabid animal, such as saliva into their eyes, nose, mouth, or a wound.
