I would go to CDC.gov and local health folks who would know what is going on with rabies where you live. Not likely to get it from water. If it was we would be seeing a lot more as everyone dies from it if not treated soon enough it would be in the news. Usually requires an bite by a rabid mammal but can also be infected by handling an infected animal.
