At different times, i will take my heart rate on both hands/arms, and my right arm is lower than my right, by at least 8 bpm...is this bad??

No: Your heart rate varies and can go up or down in seconds, your pulse is the same in both arms if measured at the same time, what can vary is the blood pressure between the arm, a small variation is considered normal.
