Who is HE?: Only knowing a history of chemical exposure, these symptoms can certainly be caused by prolonged exposure to some chemicals-depending on what they are. Have HIM checked out by a Dr for an evaluation. Good luck to him.

Intoxication/allergi: I am not sure what is the work exactly hoever he might be showing signs and symptons of acute and possibly chronic intoxication. Should seek doctors help immediately and be evaluated.
