Need more details: There are many genetic disorders characterized by lack of speech and sometimes with hypotonia or muscle weakness. Many can present at various times of life. Many fall in the family of "storage disorders" where the lack of an enzyme causes substances to accumulate often in the brain resulting in neurological complications.
