Think about decision: Assuming the diagnosis is correct, you have a very high probability of developing invasive bladder cancer. Perhaps seeking another opinion would help you weigh the pros and cons of your decision. Hopefully you are also aware that treatments for bladder cancer, once the tumor spreads beyond the bladder, are limited.

Other Treatment: CIS means that there are cancer cells only in the innermost layer of the bladder. It should be treated as the cells will usually start to grow deeper. It is usually best treated with topical therapies placed inside the bladder through the urethra. This could be immune therapy with BCG (a modified bacteria) or with chemotherapy.
