Likely: This is a likely a sequelae of your prior brain injury. However, you should definitely have a proper examination as this may be a "fixable" problem.

Depends on symptoms: If your left arm symptoms are worsening (i.e. you have them more often, or they are lasting longer when they occur), it could be something new. If the symptoms are getting less frequent or less severe, then it may be that the symptoms are residual from the prior TBI. You should probably have regular follow up (every 6-12 months at least) to monitor your progress.
