Many possibilities: This suggests "Thoracic Outlet Syndrome," meaning veins, nerves and arteries are trapped between first rib and collarbone. Squeezing of vein at this point can make veins in the arm bulge as described, and squeezing of nerve can make things numb. Other ideas: blood clots in veins might cause the bulging, & stroke, pinched nerves or TIA could cause numbness. Please see a Doctor, esp vascular surgeon
