C-reactive protein level is 10.3, but all other lab work is completely normal. i have rosacea and acne on face and scalp. could that be the cause?

Could be: All laboratory results need to be interpreted in the clinical context and the doctor who ordered the tests is usually in the best position to do that. Having said that, you did not provide the units of measure and depending on that the elevation may be minor. Rosacea may cause elevated CRP as does any inflammation. Please consult your doctor especially to rule our risk of heart disease.
