Cervical pain: There is no set number. They usually done by series of 3 to see the response and then continued later again if helpful and needed. You seem young to have had a kyphoplasty. I would consider a bone density. Reserve surgery as the last choice.

3-4 injections: There are no limits to how many epidural injections you can have. That said repeated steroid based injections put your body at risk for other medical issues down the road. Good rule of thumb is no more than 3 injections in 6 months. If your pain persists after a good physical therapy trial, consider the injections. Surgery an option if you are not getting relief.
