Why would there be a very dry spot around my eye and when i put lotion on it, it stings very bad?

It's irritated: and potentially an area of contact dermatitis or something else that you need to have your eye doctor look at. I would refrain from putting any lotion or anything on it, until it's been evaluated further. S/he can look under a slit lamp microscope to see it in relation to the rest of your eye exam, and help you immediately.
