Yes and no: tonsillitis is inflammation by definition, so, no, you can't have tonsillitis w'out inflammation. Doubtful the germ can be there w/out doing anything. mainly, Staph produces a tonsillitis that is hard to treat without surgical removal http://www.ncbi.nlm.nih.gov/pubmed/6417772 (with a lot of irritation, inflammation and pus, but does NOT generally make abcesses). it's
