Yes: See Podiatrist for examination and possibly radiographic studies to determine what this "lump" is. Then this can be addressed as needed.

Yes: its probably a benign soft tissue mass like a ganglion or fibroma. If it is painful and gets larger it may need surgical removal. If not, leave it alone
