Hematoma: It's possible that the shin injury caused subcutaneous bleeding(black and blue discoloration would have been present) and that blood leaked down the leg forming a hematoma in the foot area,. These often harden rather than form a soft cyst,however. It's best to have a physician examine and advise you.
