Yes and No: Chronic alcohol use in excess especially affects the central portion of the cerebellum known as the vermis. Atrophy will not reverse itself but a person could become more well acclimated to coping with the consequences of a degenerated cerebellum due to whatever reason.

Yes: It depends. Some people with atrophy of the brain do not recover even after long periods without alcohol.
