Well...: In short the answer is yes... You have to start by getting a test to know what your "BONE AGE" is, which is a a simple x-ray of your wrist.

Maybe, probably not: Your parents' heights are used to estimate your potential height with something called the mid-parental height calculation. Using the data provided, your expected height is just over 5', so you are probably close to your maximum height given your age. But don't give up hope, some of us have later growth spurts! If not, learn to love that extra half an inch and round up to 5'1".
