General : A 5 year old will not be a candidate for 2 groin incisions under local.Only a well trained person will be allowed to put your baby to sleep. He should do well.Best wishes.

Choices: This type of surgery near the family jewels needs to be done with the kid completely still. Local can NEVER provide the safety and stability of the operative field that can be done with a general. Either decide to let your kid suffer with his hydroceles until you feel better or give some trust to those who will do the procedure.
