First see your PCP: to make sure this is not any heart related issues & then get evaluated for a neck problem like a pinched nerve such as from a disc problem which will usually respond to medication such as a Medrol (methylprednisolone) dose pak or NSAID if no contraindications to their use and possibly some physical therapy along with activity restriction /modification & time. Sometimes home traction and a soft collar worn reversed .
