Time for an xray: It could be either. Swelling can occur with soft tissue injury(even without a bruise),like what occurs with direct trauma to the tissues.And it can occur with fractures/breaks.Both can make it painful to walk 24-48hours later. Ice/ibuprofen and elevation will help both.An x-ray will help distinguish a fracture from soft tissue injury.

Could Be Either: Both bruise and fracture are possible given the injury. I would follow the RICE protocol, which is Rest (don't walk on it), Ice the affected area, Compression with an ACE bandage if that helps, Elevation of the the affected foot. You can also add naprosyn or ibuprofen (Aleve (naproxen) or Motrin) to help with swelling. If pain worsens or you're unable to bear any weight on it after a few days consider X-ray.
