Unclear : Needs to see her doctor or ER. May be only viral but needs to be seen. If child has recurrent emesis , could have some type of congenital problem such as pyloric stenosis. The rash may suggest some type of virus. Would call your doc today to get further advice.

Go to ER now: A child at this young age with these symptoms needs to go to ER immediately for a work up.
