Probably: NOT! Unless you ask your surgeon to do so ahead of time....

In general yes: They will not give it you request no sedation. Another factor is your medical condition(s) that may make giving you anything but a local anesthetic inadvisable. The anesthesiologist will discuss with you pre-operatively.
