Arrhythmia: Atrial flutter is a cardiac irregularity whereby the upper chamber(atrium) is beatiing very fast and regular.Because of the fast rate not all beats are conducted to the lower chamber(ventricle) on a one to one basis as it usually occurs normally .Instead a block naturally occurs at the junction of the upper and lower chamber thus allowing only some beats to go through and this can be variable

Atrial flutter: No it's not the same. a flutter can conduct at variable rates down AV node that's why it's called with variable conduction
