Interesting question: Tinnitus is the subjective experience of a high-pitched, noise-like sound (not produced by an outside sound source). Since it is an experience this means it is a "final common pathway". Either an ear (cochlear) or neural (nerve or CNS) stimulus could give rise to the experience. The degree of similarity of the two would be "in the 'eye' of the beholder". Might be similar.
