First few weeks after partial menisectomy rom and strength were improving steadily. now at 12 weeks and it still swells daily so rom isn't full yet.

Ok: keep "plugging away" and follow-up with Ortho. Some patients may require another course of Physical therapy and rehab to get maximum benefits. Good luck.
