It's not: the level of testosterone, but sperm numbers and quality. Testosterone has a permissive effect and low levels lead to decrease in interest and libido long before decreases in sperm count. The pituitary hormone that controls testosterone production is different than the one that stimulates sperm production. Pituitary or testicular damage can lead to deficiencies in both.
