Yes: All bacterial infections do NOT mount a fever.

Yes it is possible: There are several bacterial infections where patient may have no fever rather other subtle findings such as weight loss. Also elderly patients have blunted febrile response. Patients with compromised immune status such as patients with cancer or on chemotherapy may not also manifest a temperature spike due an infection.

Yes: Often people with bacterial skin infections or urinary infections do not have fever. Bacterial sinus and respiratory infections are more likely to have fever associated but not always, especially in the elderly.
