Vaginal itch: Itching in the vaginal area may be due to candidal infection or may be due to local irritation due to moisture, sweat, or intercourse or sensitivity to soap, or underwear fabrics. Keeping the area dry and cleaning with non allergenic soaps like Dove may help.

Dry skin, allergies: It sounds like dry skin or allergies. If the OTC antihistamine is not working, you may need to see your PCP.
