Yes: You you can but this is really overkill. The local will make the procedure just about painless and the procedure will only take a few minutes. General will likely require a longer recovery time.

Yes: you have several options. As you stated you can have local anesthetic drops placed in your ears during the procedure, also you have sedation with versed and similar meds added with local anesthetic. You also have the option to have general anesthesia to be completely unconscious. Discuss this with your anesthesiologist and he/she should have no problem with this.
